The key Opportunity to Learn four core resources are access to:
- high-quality early childhood education;
- highly effective teachers;
- a college preparatory curriculum; and
- equitable instructional materials.
At a minimum, all students must have equitable access to these key educational resources if they are to have a fair and substantive opportunities to learn and opportunity for success. The following chart provides the rank among the states and the District of Columbia for each of these four resources. Further data systems and analysis are needed to develop a universal index for determining the access and quality of the resources provided in each state.
